Check whether a tool version's endpoint still serves what was published

POST
/katara/v1/orgs/{org_id}/environments/{environment_id}/tools/versions/{id}/health
curl --request POST \
--url https://api.katara.com/katara/v1/orgs/2489E9AD-2EE2-8E00-8EC9-32D5F69181C0/environments/2489E9AD-2EE2-8E00-8EC9-32D5F69181C0/tools/versions/2489E9AD-2EE2-8E00-8EC9-32D5F69181C0/health \
--header 'Authorization: Bearer <token>' \
--header 'Content-Type: application/json' \
--header 'X-Katara-CSRF: 1' \
--data '{}'

Requires tool write access. Probes the version’s endpoint the way enabling it does and compares the answer with what was published: matches when ownership and capabilities are the same, changed when either differs, unreachable when no answer passes the probe. A revoked version is reported without a probe. Nothing is recorded, so each call is a fresh reading, and checks share the bound on concurrent probes.
