Requires the configured content service, an organization owner or administrator in a signed-in session. A legal hold is an authorized exception to deletion, so it records who authorized it and under what reference. It can be placed before or after the object is deleted. It does not restore access: deleting a held object still stops reads and retires the records derived from it. It stops destruction: the stored objects and what was derived from them are kept until the hold is released.
